Disturbing revelations have emerged based on decades of abuse suffered by children systematically placed in foster care with German pedophiles from the 1960s onward. RT’s Peter Oliver reports. Then former UK MP George Galloway joins Rick Sanchez to share his expertise.

cemetery. Researcher Lori Oschefski believes he was murdered. About
115,000 British Home Children came to Canada over eight decades.

They were told they would be leaving the bleak conditions of England for fresh air, clean country living and a better life in Canada.

But George Beardshaw, one of the children who made that trek, says that when he arrived alone at an Ontario farm back in 1938, it was soon made clear to him what was expected.

"I was there to work," says 94-year-old Beardshaw, sitting in his London, Ont., home. "They told me that many, many times: 'You're here to work.'"

Beardshaw's mother was unable to look after her three boys and sent her sons to an orphanage in Woodford Bridge, Essex. Both his brothers had left the orphanage, with one settling in Canada.

So when the school inspector came around asking who would like to go to Canada, Beardshaw raised his hand.

"I wanted to come over here and be a cowboy, or see the wheat fields," he said.

Instead, only minutes after he arrived at the Little Britain, Ont., farm, 100 kilometres northeast of Toronto, the then 14-year-old was told to put on coveralls and mow the lawn.

In reality, Beardshaw, like so many of these children, found their real purpose was to provide cheap labour.

"They never did a damn thing for me," Beardshaw says. "I worked, worked, worked, worked."

Lori Oschefski, CEO of the Barrie, Ont.-based British Home Children Advocacy and Research Association, said few Canadians know about the plight of the 115,000 British Home Children who immigrated to Canada from the U.K. between the late 1860s and 1948.

She learned that 75 children are buried in two graves that were unmarked for years in Toronto's Park Lawn Cemetery.

To ensure they are not forgotten, Oschefski spearheaded a campaign to erect a monument on the site, with all 75 names inscribed, to be unveiled on Sunday. "We need a place to go and remember these children. A place to go and mourn the loss of these children."

Ontario vows to help foster kids after scathing report

TORONTO - Ontario is promising to improve standards of care for nearly 16,000 young people in foster and group homes, youth justice facilities and mental health residential treatment following a scathing report from an expert panel.

The report focuses on a scattered system with no common standards of care for the children or set qualifications for staff who look after them in institutions that "need significant security controls" because of gangs and peer-to-peer violence.

"There is an urgent need to address the existing and longstanding challenges in the current model of residential service delivery," concludes the government-appointed panel. "Change has been very slow. It is time to shift gears."  (more...)

Coroner announces inquest into death of Katelynn Sampson

Seven years after 7-year-old Katelynn Sampson’s battered body was found in a tiny Parkdale apartment — her blood in every room — a date for a coroner’s inquest probing the circumstances of her death has been announced.

About 30 witnesses are expected to testify at the inquest, set to last four weeks starting on Nov. 9. Among the parties with standing at the inquest — meaning they can question witnesses— will be one of Katelynn’s murderers and legal guardians, Donna Irving, who will be represented by a lawyer.

Katelynn was beaten to death by Irving and her partner Warren Johnson, who pleaded guilty in 2012 to second-degree murder and sentenced to life in prison with no parole eligibility for 15 years.

An autopsy would show that Katelynn, who died on Aug. 3, 2008, had 70 wounds across her body when she succumbed to septic shock. Investigators found a piece of paper on which she had scrawled the same sentence 62 times: “I am A awful girl that’s why know one wants me.”

Don't Lose Sight of Children's Rights at the US-Mexico Border

Much press coverage has been devoted to the fact that between 50,000 and 60,000 persons below the age of eighteen have been intercepted at the US-Mexico border, in the absence of any parent or legal guardian.  Many of these are boys between 15 and 17 years of age. Children are coming primarily from Guatemala, Honduras and El Salvador due to one or more of the following reasons: 1) poverty 2) violence and 3) family reunification.

Children’s rights specialists who serve on the ICRI’s Academic Council have differing perspectives on the best course of action regarding “unaccompanied minors” who do not have legal rights to be in the United States. They agree, however, on a few important points: Family reunification must be a top priority and cannot be overlooked as people scramble to define the “best interests of the child.” Moreover, decision-makers should be aware of past history when child refugees had difficult circumstances that were compounded, in fact, when custody was hastily transferred to non-parents. Legal consistency vis-a-vis children is crucial; haphazard and inconsistent enforcement of immigration law does violence to children’s rights to their natural parents and their origins.  (more...)

The Failures of America’s Foster Care System

I worked with the largest county children’s welfare services in America for more than a quarter century. For several decades as a licensed therapist in Los Angeles County, I provided mandated therapy to both children as well as young adults were aging out of the child welfare system. Over the years I made countless trips to LA County Children’s Court representing dozens of children and families as my clients.

My decades of firsthand mental health experience saw the destructive inside machinations of a corrupt, overloaded, thoroughly broken foster care system do more damage than good to children and families with whom I closely worked. Like all institutions in America, the child welfare system is just another corrosive, morally bankrupt, oppressive mechanism by which to control the poorest people in this country, acting as a national conduit pipeline to prison, substance abuse, human trafficking, homelessness, mental illness and early death.

Though each county child protective services department in the United States operates under a separate budget funded by individual county, state and federal mental health source dollars, the child welfare system in this country is so overburdened and systemically flawed, it has been failing our kids miserably for a long time now. We all hear about the horror stories of murdered children in the foster care system who fell through the cracks. High profile cases exposing the tragic fate of young people trapped in a system that fails to protect them are far too common. They are written about extensively in newspapers all the time. But the American public rarely is privy to the inner workings of a system gone bad from the firsthand perspective of an insider who worked within that failed system for decades.  (more...)
