Is National Sovereignty a Fundamental Principle?

Why did Tony Blair insist in 1999 that the principle of national sovereignty, as affirmed by the Peace of Westphalia, should be replaced by the "right to protect"?  Blair, who should be tried for multiple war crimes, was promoting the view of an imperial oligarchy, which is based on the view of man promulgated by Thomas Hobbes and John Locke, and used to justify regime changes and war.  Instead, Helga Zepp-LaRouche has offered for discussion Ten Principles for establishing a New Paradigm, based on the view of man of Leibniz, Ben Franklin, and Friedrich Schiller.
