On October 28, 2025, Rio de Janeiro’s military police massacred 121 people in the favelas of Penha and Alemão, on the city’s North Side. Marketed by the governor’s sophisticated PR department as an operation against the Comando Vermelho drug trafficking organization, none of the dead, which included 4 police officers, had any outstanding arrest warrants or were under investigation for any crime. Most of the victims were poor, Afro-Brazilians.
